New Concept proposed for Phase 3 riverfront property

The developers of the First Street project, First Street Development LLC, have submitted a Concept Plan application for feedback on a revised plan for a portion of the Phase 3 property. The revised concept would modify the development plans for the portion of the project site where the River Loft and River Terrace buildings (Buildings 1, 2, & 3) had been planned, between the Fox River and First Street, directly across from the existing Plaza Parking Deck building.

The Concept Plan is scheduled to be reviewed by Historic Preservation Commission on 12/18/13, Plan Commission on 1/7/14, and Planning & Development Committee of the City Council on 1/13/14. The purpose of the Concept Plan review is to enable the developer to obtain informal input on a concept prior to spending considerable time and expense in the preparation of detailed plans and architectural drawings. The Concept Plan process also serves as a forum for citizens and owners of neighboring property to ask questions and express their concerns and views regarding the potential development.

Three new buildings are proposed:  two four-story mixed use buildings fronting on First Street, with retail/restaurant/offices uses on the ground floor and rental residential on the upper floors (each building with 36 residential units) and one five-story mixed use building along the riverfront, with retail/restaurant/office uses on the ground floor and residential condominiums above (32 units). A 121 space parking deck would be constructed between the buildings, in addition to 36 parking spaces under each of the buildings intended for use by the building residents.

The proposed concept fits within the previously approved building footprints on the site. The planned bi-level walkway along the river and the east plaza, to be located opposite the existing plaza west of First Street, remain in the same locations. The site of Building #9, the One West Main building proposed by SMN Development, is not part of the Concept Plan proposal.

Following the conclusion of the Concept Plan process, the developer can submit an application for PUD Preliminary Plan to have the revised plan formally reviewed and approved. PUD Preliminary Plans included detailed site engineering, landscape and building architectural plans.
